EFFECTIVE POLICE TRAINING
This course was designed to help police trainers improve the effectiveness of their department’s in-service training be it firearms, defensive tactics, etc. This course analyzes the myriad of issues with conventional police training, and why it has done a poor job of preparing officers for the situations they face on the streets. More effective strategies that help officers perform in the field will be discussed to include videos of actual training sessions that incorporate the latest scientific research. Students will learn the practical steps they can take to improve their department’s in-service training in topics such as firearms, defensive tactics, field tactics, legal update, field training and more. It focuses on the core functions of a F.T.O. which are to Teach, Evaluate and Document (T.E.D.). The instructional techniques used focus on the modern science of learning and specific techniques to build the student's teaching skills. Students are given several opportunities to see positive and negative examples of 1) training and counseling trainees and 2) writing D.O.R.’s and Remedial Training Plans (R.T.P). Students also are shown specifically how to apply the Standard Evaluation Guideline rating scales. They are given several opportunities in the course to teach, counsel and evaluate mock trainees and complete D.O.R.s and R.T.P.’s. Students will learn about the specific liability laws and modern tactics for responding to armed and mentally ill subjects in crisis who have barricaded themselves in a structure or vehicle. Students will 1) understand how to coordinate responding patrol units using the Contain/Point/React concept, 2) understand how liability attaches to these incidents and how to avoid triggering the “the special relationship doctrine”, 3) receive a practical decision-making concept they can use to decide how and when to disengage and re-engage from non-criminal barricades, 4) analyze actual incidents where officers disengaged from a non-criminal barricade with both positive and negative outcomes, 5) analyze the public duty doctrine and other relevant rulings.
